PROBLEM TO BE SOLVED: To provide a DC-to-DC converter which protects overvoltage of its input with simple circuit formation. SOLUTION: Since overvoltage of an input to an inverter circuit 5 is discriminated on the basis of the voltage of some site from the secondary side of a transformer 6 up to a choke coil 8, conventional use of an input/output insulating circuit which uses a photocoupler (or transformer) is unnecessary, when a signal for overvoltage detection is inputted to a controller 10. In addition, overvoltage of the input can be detected by circuit formation extremely simpler than before, since a DC-to-DC converter for forming input/output-insulated controlling supply voltage is not required for driving this photocoupler circuit, etc.
