When the radio access network controller (2) determines that a cell re-selection is required by a mobile station to a cell which is one of a plurality of co-located cells, the mobile access network controller (2) determines the loading of co-located cells, and allocates a new cell identity to the mobile station (7) selected from the co-located cells on the basis of the determined loading.</p> |
