A photocatalyst which comprises a compound which has a network structure wherein units constituting an oxygen octahedron or tetrahedron containing a transition or main group metal ion in a d<sp>10</sp> or d<sp>0 </sp>electron state and units constituting a PO<sb>4 </sb>tetrahedron coupling with the oxygen octahedron or tetrahedron are connected with one another and further contains an alkali metal in addition to the metal ion, for example, A<sb>x</sb>Nb<sb>2m</sb>P<sb>4</sb>O<sb>6m+8</sb>, wherein A is Na, K or Li, X is 2,3 or 4, and m is 3, 3.5 or 4, A<sb>x</sb>Ta<sb>2m</sb>P<sb>4</sb>O<sb>6m+8</sb>, wherein A is Na, K or Li, X is 2,3 or 4, and m is 3, 3.5 or 4, or A<sb>3</sb>In<sb>m</sb>P<sb>m+1</sb>O<sb>4m+4</sb>, wherein A is Na, K or Li ion, m is 1 or 2, and RuO<sb>2</sb> carried on the compound. The photocatalyst can be used for the complete decomposition of water.
