A photocatalyst which comprises a compound which has a network structure wherein units constituting an oxygen octahedron or tetrahedron containing a transition or main group metal ion in a d10 or d0 electron state and units constituting a PO4 tetrahedron coupling with the oxygen octahedron or tetrahedron are connected with one another and further contains an alkali metal in addition to the metal ion, for example, AxNb2mP4O6m+8, wherein A is Na, K or Li, X is 2,3 or 4, and m is 3, 3.5 or 4, AxTa2mP4O6m+8, wherein A is Na, K or Li, X is 2,3 or 4, and m is 3, 3.5 or 4, or A3InmPm+1O4m+4, wherein A is Na, K or Li ion, m is 1 or 2, and RuO2 carried on the compound. The photocatalyst can be used for the complete decomposition of water.
