PROBLEM TO BE SOLVED: To provide a safe road surface which hardly freezes even in winter, or easily thaws even if it freezes. SOLUTION: The interlocking block 10 consists of a concrete block 20 and an elastic block 50. The concrete block 10 is formed of a main body 21 and a projection 22 protruding therefrom, and therefore has a projecting shape in cross section. The elastic block 50 has elasticity, and it is fitted on the concrete block 20 by annularly enclosing side surfaces of the projection. According to the interlocking block 10, when the elastic block 50 is fitted on the concrete block 20, a tip surface 23 of the projection is almost flush with an upper surface 51 of the elastic block 50, which encloses the tip surface 23.
