PROBLEM TO BE SOLVED: To provide a method for producing cigarette paper, by which the cigarette paper can uniformly be coated with flavor ingredient-sealed capsules substantially without affecting the combustibility of the cigarette. SOLUTION: This method for producing the cigarette paper carrying the flavor ingredient-sealed capsules is characterized by gravure-coating or bar- coating cigarette paper with a coating comprising the flavor ingredient-sealed water-soluble capsules, at least one capsule-dispersing agent selected from the group consisting of ethylene glycol, benzyl alcohol and propylene glycol, and a binder.
