PROBLEM TO BE SOLVED: To provide a treatment method for a metallic surface by which the amount of sludge to be by-produced is small, nickel ions, manganese ions and nitrous ions are not contained in a treatment solution, and the treatment solution can be supplied as one liquid, and to provide a base material having a phosphate chemical conversion coating film formed thereon. SOLUTION: The treatment method for the metallic surface contains a surface control treatment stage and a phosphate chemical conversion treatment stage. The surface control treatment stage is performed with a surface control agent having a zinc ion concentration of, by weight, 300 to 1,000 ppm, and containing phosphoric ions. Further, the phosphate chemical conversion treatment stage is performed with a phosphate chemical conversion treatment solution having a zinc ion concentration of 10 to 300 ppm, a phosphoric ion concentration of 5,000 to 15,000 ppm, a chloric ion concentration of 550 to 2000 ppm, and a nitric ion concentration of 500 to 1,300 ppm, and having pH of 3.5 to 4.5.
