PROBLEM TO BE SOLVED: To provide a laser irradiation device capable of setting an inclination by simple constitution and operation. SOLUTION: The laser irradiation device has a laser beam projection parts 10 for vertically deflecting laser beam emitted upwardly along a perpendicular axis, and emitting the deflected laser beam while rotating the same to form a laser reference surface. The device also has adjustment means 25, 31, 33, 35, 36 and 37 for adjusting the inclination of the laser beam projection part with respect to two directions vertical to the perpendicular axis and crossing mutually at a right angle, and inclination setting parts 78, 79, 81, 82, 83, 85 and 39 provided to the laser beam projection part to set an arbitrary angle of inclination with respect to one direction. The inclination setting parts have a tilt sensor 87 tiltable at least in one direction and detecting the horizontality in two directions crossing each other at a right angle, and a zero point detection means 84 tilted along with the tilt sensor and detecting verticality or horizontality with respect to the laser beam projection part.
