PROBLEM TO BE SOLVED: To provide martensitic stainless steel with milscale which has no generation of rust in air atmosphere, and to provide a production method therefor. SOLUTION: In the martensitic stainless steel with milscale, the lowest Cr concentration in the range from the boundary between a base material and milscale to a position of 5μm to the side of the base material is >=9%, and the content of Cr in the base material is 9.2 to 13%. In the production method therefor, the steel consisting of a base material having a Cr concentration of 9.2 to 13% is subjected to final heat treatment at >=900 deg.C, and is made into a product as it is.
