PROBLEM TO BE SOLVED: To secure safety even in case of lowering of capacity of battery power supply. SOLUTION: When detecting voltage drop in a battery power supply means 2 by a voltage detecting means 16, a measurement period is delayed by a period delay means 17. The voltage detecting means 16 is driven in the period after a modification and whether a battery voltage drops within a predetermined number of times is determined. If the battery voltage is normal, the previous detection of the voltage drop is regarded as a misjudgment.
