PROBLEM TO BE SOLVED: To provide a hair tonic composition that can promote the penetration of the hair tonic components into the scalp with good application feeling, moistens the scalp moderately without no irritant sensation, additionally, the composition shows excellent emulsion stability, causes no phase separation with the lapse of time, when being prepared as an emulsion composition. SOLUTION: The hair tonic composition includes a water-swelling clay mineral modified with an organic compound.
