PROBLEM TO BE SOLVED: To easily mount a fuel limiting device on an existing pump housing later and to reduce the starting smoke and the acceleration smoke in a warm weather. SOLUTION: A mounting seat 2 of the pump housing 1 has the shape capable of assembling both of an engine stopping device 15 and the fuel limiting device 20. The fuel limiting device 20 to be mounted on the mounting seat 2 of the pump housing 1 later is provided with a case body 21, a slider 27 faced to a fuel adjusting tool 4 of a fuel injection pump, a stopper 35 for controlling the movement of the slider 27, and a temperature-sensitive operating unit 30 for displacing the stopper 35 to a warm-time receiving position a in warm- starting. In the warm-starting, the fuel adjusting tool 4 is positioned at a fuel reducing side in comparison with that at a cold time successively through the stopper 35 and the slider 27 by the temperature-sensitive operating unit 30 for start up increase, and in the stop of an engine, the fuel adjusting tool 4 is stopped and moved by the engine stopping device 15 through the slider 27.
