PROBLEM TO BE SOLVED: To provide a slow-acting fertilizer which controls the slow-acting properties of a fertilizer component to a high level and is biodegraded after application, without allowing the materials to exert a load to the environment to remain and a simple manufacturing method of the slow-acting fertilizer which does not use chemical materials having a high heat treatment and denaturation effect and does not therefore select the kinds of fertilizers; for example, permits the application to organism fertilizers. SOLUTION: A polyhydroy alkanoate synthetic enzyme is immobilized to a fertilizer composition and a trihydroxy acyl coenzyme A is added thereto and is reacted, by which at least a portion of the surface of the fertilizer composition is coated with the polyhydroy alkanoate.
