PROBLEM TO BE SOLVED: To accurately measure flow rate regardless of the presence or absence of a pulsating flow. SOLUTION: The flow rate-measuring instrument comprises a repetition means 11 for repeating the transmission/reception operation between a transmitter and a receiver, a clocking means 14 for measuring a sound wave propagation time during repetition, a flow rate calculation means 17 for calculating the flow rate based on the value of the clocking means 14, and a measurement control means 13 for measuring a measurement set for a plurality of times within specific time with a plurality of measurement by the repetition means 11 as one measurement set when the value of a pulsation judgment means 18 for detecting the pulsating state of fluid exceeds a specific value, thus calculating a flow rate from a value obtained by integrating each value of the clocking means and hence accurately measuring the average flow rate of the pulsating waveform.
