PROBLEM TO BE SOLVED: To provide a coated steel plate which is excellent in anti- contamination property in addition to chemical-resistance, processability and impact-resistance. SOLUTION: An undercoating film is formed of an epoxy resin based or polyester resin based paint, in which a rustproof pigment is blended, on the surface of a steel plate being selected from a zinc-plated steel plate and an aluminum-zinc alloy plated steel plate. Then, on the surface of the undercoating film, a finish coating paint is applied. In this case, for the finish coating paint, an organo silicate which imparts an anti-contamination function, and/or its condensation product are added to a compound having an epoxy group- containing polyester denatured polymer and a blocking carboxyl group. Also, when required, the finish paint contains an organic metal compound, a metal chelate compound or an organic metal soap. In addition, when required, the finish paint contains a heat-latent acidic catalyst.
