PROBLEM TO BE SOLVED: To provide a furnace cleaning and demolition device and method capable of effecting a smooth cleaning work by decomposing dioxins as contaminants adhering to a furnace wall surface without allowing them to be spread, and simultaneously, and enabling a quick decomposition work of wall refractories. SOLUTION: This device is provided with an anode 7 ad a cathode 8, and has a water arc plasma torch 4 using steam 5 as a working gas. Refractories 2 of a whole wall surface in the furnace the surface of which is wetted are irradiated for cleaning with a part, situated further on the tip side than an emission point 9, of the water arc plasma 3 generated by the water arc plasma 3. The refractories 2 of the wall surface of the furnace brought into a non- noxious state by cleaning are irradiated with the emission point 9 of the water arc plasma 3 to cut the wall surface refractories 2, the wall surface of the furnace is demolished.
