PROBLEM TO BE SOLVED: To surely stop an engine 4 in safety when a runaway condition of the engine 4 caused by the rise of oil and the like is detected. SOLUTION: A control device 13 cuts off the fuel supply when the runaway condition of the engine 4 is detected, and cuts off the air supply to the engine 4 by an intake valve 14 when it is judged that the engine 4 is not stopped on the basis of the output of a rotating speed sensor 14, after the lapse of a predetermined time from cutting off the fuel supply.
