PROBLEM TO BE SOLVED: To enable suppression of water usage. SOLUTION: A traffic-volume detecting sensor 2 detects the traffic volume of a road 1. A water-spray control device 22 determines whether the traffic volume of the road 1 exceeds a prescribed threshold value or not, according to traffic-volume information indicating the traffic volume, when notification of the traffic-volume information is provided by the sensor 2. The control device 22 makes water sprayed from water-spray parts 4-1 and 4-2 when determining that the traffic volume of the road 1 exceeds the prescribed threshold value, and stops water spray when determining that the traffic volume of the road 1 does not exceed the prescribed threshold value.
