PROBLEM TO BE SOLVED: To decrease susceptibility to ocean waves and ground subsidence. SOLUTION: In an artificial ground structure 1, a plurality of hollow foundations 2 are installed in a bottom 3 of water; an artificial ground 4 is installed above the hollow foundations 2; and elevating jacks 5 are interposed between the artificial ground 4 and the respective hollow foundations 2, respectively. The artificial ground 4 is composed of a storage body 6, in which the water is stored, and a floating body-like artificial ground body 7 which is arranged in such a manner as to float on the water with which the inside of the storage body 6 is filled.
