PROBLEM TO BE SOLVED: To easily lay an artificial seaweed mat in a relatively wide range. SOLUTION: A belt-shaped net body (31) is made of artificial fibers; many slender ribbon-shaped thalluses (5) are implanted in the net body (31), so as to provide the belt-shaped artificial seaweed mat (40), which is wound to be formed into a roll body (40A); a barge (25A) has the roll body (40A) on board in order to transport it to a laying position; the roll body (40A) is sequentially developed to be laid on a bottom (B) of water, while the barge (25A) is advanced; and the seaweed mat (40) is fixed to the bottom (B).
