PROBLEM TO BE SOLVED: To enhance the efficiency of cargo handling containers at a container terminal. SOLUTION: A radio IC seal tag 11A to which the number of a container and the number of a seal are input is attached to the door 1b of the container 1; the number of the container input to the tag 11A can be transmitted at all times while the number of the seal can be transmitted only when the door 1b of the container 1 is closed. A radio antenna 9 having a reader 8 for sending and receiving the number of the container and the number of the seal to and from the tag 11A is installed at a gate, a yard crane, or a container crane at the container terminal.
