PURPOSE: Provided are a catalyst based on an activated carbon fiber for removing sulfur oxides and a method for fabricating the same, wherein the catalyst is characterized in terms that vanadium or chrome is dispersed in an activated carbon fiber. CONSTITUTION: The fabrication method comprises the steps of (a) dissolving organic metal compounds containing vanadium or chrome by 0.01 to 5 wt.% of a pitch in an organic solvent at a temperature below boiling point of the organic solvent, (b) dissolving a pitch having softening point higher than 200°C in an organic solvent which is the same as or compatible with the organic solvent used in the step (a), (c) mixing two kinds of solutions made in the steps (a) and (b) at a temperature below boiling point of the organic solvent, (d) separating the organic solvent from the mixed solutions, (e) spinning the pitch obtained by separating the organic solvent from the mixed solutions, (f) thermally stabilizing the pitch fiber at a temperature in a range of 200 to 350°C at air ambience, carbonating the pitch fiber at a temperature in a range of 600 to 1000°C, and (h) activating the carbonated pitch fiber at a temperature in a range of 600 to 1000°C.
