PROBLEM TO BE SOLVED: To surely prevent generation of hydrogen during solidifation of aluminum. SOLUTION: Aluminum chip, obtained by crashing radioactive aluminum waste 32, is supplied to a spark discharge tank 4 filled with water. The aluminum chip turns to aluminium hydroxide in the spark discharge tank 4 due to the reaction using discharge. Aluminum hydroxide is exhausted into an aluminium hydroxide reservoir tank 7, by way of a pipe path 38 and supplied to a centrifugal settler 9. The centrifugal settler 9 separates aluminum hydroxide and water. The separated aluminum hydroxide is changed intoα-alumina in a high temperature sintering furnace 10 to be turned into particles, and they are supplied to a solidifying vessel 16 to be solidified with a solidifying agent. Even if alkali material in the solidifying agent in the solidifying vessel contacts theα-alumina, hydrogen will not be generated.
