PROBLEM TO BE SOLVED: To provide a decomposition system for treating PCB-containing substance. SOLUTION: This system includes a hydrothermal oxidative decomposition apparatus 120 decomposing halogenated organic compounds (ex. PCBs) into sodium chloride, carbon dioxide through their dechlorination and oxidative decomposition in the presence of sodium carbonate in a reactor heated under pressure, an ultraviolet/visible light absorptiometer 100 for determining the decomposition products in reaction liquid or treatment liquid in the apparatus 120 with two kinds of measuring wavelengths, and a halogenated organic compound detective device 113 comprising a solid phase absorption means 111 having a solid phase adsorbent adsorbing/holding the halogenated organic compounds in the reaction liquid or the treatment liquid and a detective means 112 for determining specific halogenated organic compound(s) eluted from the means 111.
