PROBLEM TO BE SOLVED: To provide a traverse device and a yarn winder capable of taking up yarn at a speed of 3000 m/min or more and producing a yarn package free of generation of a heightened selvage assuring a good yarn quality. SOLUTION: The traverse device is equipped with a pair of flanges mounted on a shaft at a specified spacing and a plurality of guide members each having a yarn guide part and mounted on the flanges at a specified spacing in the circumferential direction so that the yarn touches the guide parts one after another with the rotation of the flanges to be traversed in the axial direction, wherein the flanges are arranged so that their phases in the rotating direction are changeable.
