PROBLEM TO BE SOLVED: To provide a pocket hole forming device with which the hole of a prescribed form can be formed with high quality at high speed on a working fabric to be sewn by using a welt sewing device. SOLUTION: Converged laser light generated from a laser radiator 7 is moved on a base fabric M1 and a welt fabric M2, a center cut and a corner cut are applied to the base fabric M1 and the welt fabric M2, and a pocket hole is formed. Thus, since the working fabric is cut out by the scan of the laser light and the hole of a prescribed pattern is formed, an arbitrary pattern can be easily cut out, and since the working fabric is cut by fusing with the laser light, high quality cutting can be performed at high speed.
