PROBLEM TO BE SOLVED: To provide an economical method for treating wastewater containing fluorine which can meet severe wastewater standards by a simple process. SOLUTION: In order to decrease a fluorine concentration in wastewater, a mixture of calcium hydroxide and calcium phosphate is prepared by adding a phosphoric acid raw material into calcium hydroxide slurry. The mixture is used to react with fluorine, to adsorb it, and to remove it at a low running cost. In addition, gas containing carbon dioxide is introduced into the wastewater to generate calcium carbonate to adsorb fluorine so that the concentration of fluorine is decreased.
