At this time, the rotary frames 4A and 4B are respectively rotationally driven by the frame rotating devices 7A and 7B described above and the rotating speeds of the rotary frames 4A and 4B are so controlled as to have a difference therebetween, by which the steel framed column W is subjected to welding while the couple of force of a relative direction is generated on both end sides of the steel framed column and the steel framed column W is twisted around the axial center O. The bending of the steel framed column W by the thermal expansion of the weld zone is prevented by the tensile force of the steel framed column W by the twisting.
