摘要 PROBLEM TO BE SOLVED: To provide a means for further simplifying the connection control of an exchange, when a channel is switched and moreover for realizing channel switching having less delays. SOLUTION: The exchange 001 mounts a BICC(bracer independent call control) protocol 004 and the channel can be established in an ATM network 005 or an IP network 006. A caller 002 normally makes a call in the IP network 006 in which there is no call quality. When call quality is determined as being poor, an event 200 is generated to the exchange 001 and a channel switch request 201 is given from the IP network 006, which is used normally, to the ATM network 005. The exchange 001 receives the event from the caller 002 and switches the channel in the IP network 007 to the ATM network. 005. The caller 002 confirms that the switching of the channel to the ATM network 005 is completed based on a response to the channel switch request 201. Thus, the call 300, using the ATM network 005 of the caller 002 and a caller 003, is realized. The exchange 001 imposes a charge with respect to the call of the caller 002 which uses the ATM network 005.
