PROBLEM TO BE SOLVED: To construct a steel pipe column soil retaining wall without removing soil. SOLUTION: After steel pipe piles 1 are built into a ground at specified intervals 2 by rotating press-fitting or hammering, water cut-off members 3a formed by installing water cut-off bags 7 inflated by force-feeding fluid therein on steel materials 3a such as H-steels are press-fitted between steel pipe piles 1 and 1, and fluid is force-fed to inflate the water cut-off bags 7 so as to adhere to the outer surfaces of the steel pipe piles 1.
