PROBLEM TO BE SOLVED: To provide a coating agent for treating the surface of a vehicle, having enhanced stability in dilution, and hardly plugging piping or the like of a car washer, and further to provide a stabilizer for improving the dilution stability, and a method for obtaining the stable coating agent. SOLUTION: This excellent coating agent having the enhanced stability in the dilution, and hardly plugging the piping or the like of the car washer without reducing the activities such as impartment of water repellency as the coating agent, contains an emulsion of an amino-modified silicone oil and/or an emulsion of an amide derivative obtained by amidating a part of the amino groups of the amino-modified silicone oil, and a water-soluble high-molecular compound having a cationic group or a dialkylethylmethylammonium ethosulfate. The water-soluble high-molecular compound having the cationic group or the dialkylethylmethylammonium ethosulfate stabilizes the coating agent and is used as the stabilizer.
