PURPOSE: A noise and freeze preventing apparatus is provided to minimize operating noise and achieve a maximized heating efficiency, while preventing refrigerant from freezing during heating operation in winter time. CONSTITUTION: A cooler/heater(1) includes a blower(2) and an evaporator(21) installed in the inner upper portion of the cooler/heater, a cooling condenser(31) installed in the center portion of the cooler/heater, and a water tank(41) and a compressor(51) installed in the inner lower portion of the cooler/heater. The compressor has a refrigerant circulation pipe(510) which has a muffler(520), a capillary(540) and a high voltage safety valve(530) mounted to the refrigerant circulation pipe. The noise caused by the circulation of the refrigerant is reduced while the refrigerant passes through the muffler. The refrigerant is prevented from freezing by allowing the high temperature high pressure gas escaping from the compressor to be partially introduced toward the evaporator through the capillary, during heating operation. The high voltage safety valve serves to protect the refrigerant circulation pipe and the compressor from high temperature and high pressure during refrigerant circulation.
