PURPOSE: An apparatus and a method for digital modulation improving operational margin of an outer device and being used for both a DVD-RAM(Digital Video Disk-Random Access Memory) and a DVD-R/RW(Digital Video Disk-Recordable/Re-Writable) are provided to improve the operational margin of a WSC(Write Strategy Control) device and an optical pickup device and be used for both the DVD-RAM and the DVD-R/RW. CONSTITUTION: An apparatus for digital modulation includes a data fetch/sync code generating part(34) fetching 8 bit data words and generating a sync code in parallel, an EFMplus(Eight-to-Fourteen modulation) converting part(35) converting the 8 bit data words into a first code word of M bits, and thereafter converting the first code word into a second code word of 16 bits, and an NRZI(Non-Return-to-Zero Inverted) converting part(36) converting the second code word into an NRZI signal.
