PROBLEM TO BE SOLVED: To provide a monitored and observed information portal site and method for utilizing monitored and observed information for enabling a facility owner can not only request monitoring and observing business to be performed in behalf of the facility owner but also request monitored and observed results to be utilized, to process the results into information as having economic value. SOLUTION: This monitored and observed information portal site is connected to a computer network and collects sequential data observed time sequentially and event data monitored at random times from one or more sensors, with respect to the performance operating situation of a facility held by the facility owner. The portal site is provided with the function of obtaining an information release profile designating the release degree of the data from the facility holder and a function for presenting an item of secondary utilization information obtained by processing the data within a range satisfying the information release profile to different information users from the facility owner for pay.
