PROBLEM TO BE SOLVED: To provide a coupon-issuing method issuing individual coupons for each user, on the basis of purchase histories in a virtual shop and an actual shop for each user, and to provide a device. SOLUTION: When the user 1 purchases merchandise in a shop, identification number stored in a carried ID card 11 is read by a POS register 21 and transmitted via a terminal 22 to a data analysis server 31, together with the merchandise code of the purchased merchandise. The merchandise code of the merchandise, purchased in the virtual shop, is transmitted to the data analysis server 31. The data analysis server 31 stores the received identification number and merchandise code in relation, generates a coupon code provided with discount merchandise and a discount amount for each user 1, on the basis of the purchase history and stores it in relation to the identification number.
