PROBLEM TO BE SOLVED: To realize a VoIP(voice over IP) call, by only the equipment cost of an incoming area without the need for a facility for an IP network to be constructed for realizing VoIP. SOLUTION: VoIP-GW(voice over IP-gateway) 33 is arranged only in the incoming area and a person enters an Internet call waiting service supplier and an IP address (the IP address of GW 33 of the incoming area of a transfer destination, in this case) and a telephone number (telephone number of a origination area 51) are registered in the gatekeeper(GK) 2 of the service supplier. Thus, VoIP telephone service is supplied between the general telephone user (51) and a telephone user 53, in an area where VoIP-GW 33 is installed. Registration to GK 2 is made from GW 33 of the incoming side.
