PROBLEM TO BE SOLVED: To provide a numerical controller to enable cooperation of the respective axes without regulating them in a processing program in a machine tool having a plurality of parallel axes. SOLUTION: In the numerical controller 51 to perform control of a servo motor 20 and a motor 32 for rise and fall in the machine tool at least having a servo motor 20 to transfer and position a tool to be controlled within a prescribed stroke range in the Z axis direction and the motor 32 for rise and fall to transfer and position a cross rail 37 within the prescribed stroke range in the prescribed direction according to the processing program PR and to position the tool at a variable target position, it is provided with a cooperation instruction generating part 61 to generate a control instruction to transfer and position the tool at a target position by cooperating the servo motor 20 and the motor 32 for rise and fall according to execution of a transfer instruction to position the tool included in the processing program PR at the target position in the Z axis direction and to output the control instruction to the servo motor 20 and the motor 32 for rise and fall.
