PROBLEM TO BE SOLVED: To provide a monitor device that gives no sense of incongruity to a monitor operator even when a camera continuously moves in excess of a perpendicular plane. SOLUTION: A swing section 6 swings a monitor camera 4 for generating an imaging signal for a picture displayed on a monitor 18 around an axis that is nearly horizontal. A control section 12 allows the swing section 6 to swing the monitor camera 4 depending on an operation of a manual operation section 14. When the monitor camera 4 temporarily pauses in excess of a reverse border 22 passing through the horizontal axis, a CPU 10 generates a decision signal. A video processing section 16 reverse the top/bottom of the image on the monitor 18 depending on the decision signal.
