PROBLEM TO BE SOLVED: To start only software whose interface version coincides with specific software out of two or more pieces of software having mutually different interface versions. SOLUTION: The version inquiring part 21 of software 2 in a network device 1 inquires an inquiry reply part 31 of software 3 at to the interface version of software 3, and a version judging part 22 judges whether the interface versions of both pieces of software coincide with each other on the basis of a reply result. When both versions coincide with each other, a judgment result informing part 23 informs a judgment result receiving part 32 of the judgment result, a starting part 24 starts the software 2, and a starting part 33 starts the software 3. When both interface versions do not coincide with each other, the informing part 23 informs the receiving part 32 of the judgment result and the starting part 24 starts the software 2 but the starting part 33 does not start the software 3.
