PROBLEM TO BE SOLVED: To provide a liquid developer applying device that decreases streaks resulting from ingress of foreign matter and is highly durable, and to provide an image forming device that uses a developing device having the applying device. SOLUTION: The liquid developer applying device is provided with an applying roller 404 which rotates holding a liquid developer in its surface, and a doctor blade 409 which regulates an amount that the liquid developer held in the surface of the applying roller is applied. The applying device applies the liquid developer to the surface of a developing roller 402 by the contact of the surface of the applying roller with the surface of the developing roller 402. In the applying device, the applying roller 404 is axially swung.
