PROBLEM TO BE SOLVED: To obtain an electric insulating film for a circuit board manufacturing wherein smoothness and a patterning property is superior. SOLUTION: This is the electric insulating film comprised that a curing composition containing an alicyclic olefin polymer or aromatic poly ether, a nitrogen series curing agent, and an epoxy group containing compound is made to be cured, and this is the electric insulating film having (1) a phase separation structure composed of sea phases and island phases, and substantially not having (2) the island phases whose longer diameter are not less than 1μm in the phase separation structure.
