PROBLEM TO BE SOLVED: To provide a constant voltage generating circuit capable of setting a dead band according to an operation mode, realizing lower power consumption in a standby mode and having stable constant voltage supplying ability in an active mode and a semiconductor circuit using it. SOLUTION: A reference voltage generating circuit 11 to generate first reference voltage VHs for standby, second reference voltage VLs for standby, first reference voltage VHa for active and second reference voltage VLa for active so as to satisfy relation as VHs>VHa>VCP>VLa>VLs and to satisfy VHa-VLa<VHs-VLs is provided. Thus, the dead band is set as narrow in the active mode and set as wide in the standby mode.
