PROBLEM TO BE SOLVED: To provide a controller capable of increasing the speed of arithmetic processing while demonstrating the advantage of indirect referencing (small memory capacity and easy edition). SOLUTION: The controller is provided with a user memory 20 for storing a user program, an ASIC 10 for accessing the user memory 20, reading out an instruction defined by the user program, decoding the instruction, and executing an arithmetic operation, and a data memory 21 to be used for the execution of the arithmetic operation. Structured data are stored in the data memory 21 and access to the data memory 21 is made possible by offset from a previously set base address. A base address register 18 for storing the base address is formed in the ASIC 10, and in decoding the instruction with an instruction decoding part 13, the base address register 18 is accessed, the base address corresponding to the instruction is acquired and an operation part 14 performs an arithmetic operation on the basis of the acquired base address and the decoded instruction.
