PROBLEM TO BE SOLVED: To provide an electrophotographic photoreceptor which receives voltage by electrification only for required surface potential of the photoreceptor, is free of the generation of ozone and a noise by electrification and has high durability while retaining the advantage of a low power simple equipment structure and to provide an electrophotographic device and a process cartridge. SOLUTION: The electrophotographic photoreceptor used in an electrophotographic device comprising charged particles based on electrically conductive particles of 10 μm to 10 nm particle diameter and a charged particle carrier having an electrically conductive elastic surface and carrying the charged particles, wherein the charged particles come in contact with the photoreceptor and directly inject charges into the surface of the photoreceptor to carry out electrification, has a photosensitive layer containing a charge transporting material of formula (1) and a surface protective layer containing electrically conductive particles.
