PROBLEM TO BE SOLVED: To provide an arranging/wiring method which improves wiring efficiency inside an IC for reducing the chip size of an LCD controller driver IC composed of a single chip corresponding to the liquid-crystal panel with multiple commons, and to provide an LCD controller driver IC which uses the arranging/ wiring method. SOLUTION: A common decoder which decodes the counter value of a common counter and converts it into the data signal for each common driver, is separated from a logic circuit block and is placed near the common driver. Thus, the wiring from the logic circuit block toward the common driver is a common counter signal which is to be the input of the common decoder instead of the signal lines equivalent to the number of common drivers, to minimize the number of wirings which affects the chip size.
