PROBLEM TO BE SOLVED: To provide a measured length/reserve level regulator advantageous in terms of cost. SOLUTION: This measured length/reserve level regulator 26 comprises a disc-shaped base frame 23 engaged on the cylindrical part 151 of a support substrate 15, an indicator element 24 mounted on the base frame 23 so as to be changeable in mount position and a screw 25 tighteningly fixing the indicator element 24 on the base frame 23, wherein a position regulatory piece 241 is provided on the tip of the indicator element 24 in a rectangularly bent manner. Measured length/reserve level regulation using this regulator 26 is carried out according to the procedure of butting the yarn hooking face 193 of a yarn-wound face forming body 19 on the regulatory face 242 of the position regulatory piece 241 in a condition of engaging the base frame 23 on the cylindrical part 151.
