PROBLEM TO BE SOLVED: To provide a horizontal shaft type pump hydraulic turbine capable of performing sufficient exhaust with simple constitution and simple operation and switching from the starting of a stable pump operation or a phase modifying operation to a normal pump operation. SOLUTION: This hydraulic turbine is provided with a double flow runner 4 provided on a horizontal shaft, a draft tube 5 arranged around the runner 4 and provided with a cone part, and an exhaust pipe 9 provided on the draft tube 5 and discharging air within the draft tube 5. The turbine is formed to fill water around the racing runner 4 by discharging air within the draft tube 5 when starting the pump operation via the exhaust pipe 9 or when performing the phase modifying operation. At the inside of the draft tube 5, a rotating water stream suppression means 10 such as a partition plate is provided to suppress the stream of water rotating together with the runner 4.
