PROBLEM TO BE SOLVED: To solve the problem with deviating travel of a traveling device as return oil of a boom cylinder and an arm cylinder simultaneously flows to one tank passage in an excavating revolving work vehicle comprising a boom, an arm, a bucket, the traveling device, etc., driven by a hydraulic actuator, with control valves to control actuation of the hydraulic actuator tandem- connected to form a control unit, and having the tank passages on both sides of a pump passage at a center of the control unit. SOLUTION: Return oil of the boom cylinder 23 is connected to one tank passage 46, and return oil of the arm cylinder 25 is connected to the other tank passage 47.
