PROBLEM TO BE SOLVED: To provide a device and a method for delivering residual liquid inside a tank allowing safe and quick delivering of residual liquid inside the tank to the low liquid level. SOLUTION: This device for delivering residual liquid inside the tank comprises a temporarily installed pump 17 placed on bottom surface of the tank, a back flow preventing device 18 connected with a discharge port of the pump 17, a discharge pipe 19 connected with the device 18 and sequentially added by a screw joint for lowering, a seal device 15 placed between the discharge pipe 19 and a nozzle 11 of a tank roof into which the discharge pipe penetrates, and a constant hanger 16 fixed on a temporal stage 12 on the tank roof.
