A coating material or paint which enables a photocatalyst to fully serve its functions, e.g., decomposition of organic substances, especially when the photocatalyst is present on a thin coating film. The coating material is produced in the following manner. A powder of an optical semiconductor is dispersed in water, and a colloid such as a fluoropolymer emulsion is added to the dispersion. The colloidal particles have a particle diameter at least one time the particle diameter of the particles of the optical semiconductor, and the optical semiconductor particles account for 0.1 to 10% by weight of the whole coating material. The optical semiconductor particles are regulated so as to be adsorbed in one to five layers on the surface of the colloidal particles. The coating material may further contain a sol of a porous material. A material obtained by coating a powder of an optical semiconductor with an adsorbent substance may be used in place of the powder of an optical semiconductor.
