PURPOSE: Alternative fuel and a fuel reduction device of a vehicle are provided to supply proper amount of hydrogen and oxygen gas generated by electrolysis of water as fuel of the vehicle and reduce fuel consumption. CONSTITUTION: Plural electrode plates(7) not having direct electric current are disposed between two support rods(4,5) of an electric pulse decomposer(1) having electrodes(2,3). The electric pulses decomposer is connected with a water tank(8), passing through a water supply pipe(9) and a gas supply pipe(10). An inverter and pulse generator(12) supplies electricity of 2.52V and 1100A to the electrodes. A throttle body(16) is connected to a needle valve(14) opened and closed by a vacuum diagram(13). A surge tank with an air valve(17) is connected to the throttle body(16). The pressure of the surge tank operates the vacuum diagram(13).
